CARRETERA HIGHWAYS & TRANSPORT
EVIDENCE-LED HIGHWAY ASSESSMENTS

Understand the highway case.

Explore parking, pedestrian crossings, vehicle speeds and road safety with straightforward preliminary engineering assessments.

Parking Assessment

Find out whether a parking concern may have a case. Preliminary screening only.

1. What is the concern, and when does it occur?
2. What is the parking availability?
m

Count legally usable kerbside and vehicles parked within the same stretch. Include both sides only if both have been measured.

The calculation assumes approximately 6 m per parked vehicle. The 80% reference is an indicative Carretera screening assumption, not a statutory threshold.

3. What parking options already exist?
Existing restrictions?
Off-street parking nearby?
4. Could restrictions displace vehicles onto other roads?

Consider narrower streets, resident parking demand and other less suitable locations.

Pedestrian Crossing Assessment

A quick check of pedestrian demand and space for a crossing.

1. Does this location serve local amenities?
Do people naturally need to cross here?

Select destinations connected by a route people would realistically cross here to use.

2. Speed limit and visibility
Speed limit
Clear approaching-vehicle visibility both ways?

3. Pedestrian and vehicle demand (optional 10-minute counts)

Optional counts contribute to a hidden indicative demand check. Ten-minute counts are not a representative survey.

4. Is there room for a crossing?
Approx. 10.5 m highway boundary-to-boundary?
More than one traffic lane in either direction?
Nearby lighting or electricity supply?

10.5 m is Carretera's indicative envelope for a simple crossing layout, not a statutory minimum.

Vehicle Speed Assessment

A quick check of measured mean speeds against the posted limit. Preliminary screening only.

1. What is the posted speed limit?
2. What is the recorded mean speed?
mph

Use measured mean (average) speed, not the fastest vehicle or an estimate.

3. Are traffic-calming measures already present?
4. Is police speed enforcement already taking place?
Carretera Assess provides preliminary screening based on information entered by the user. Results are not formal engineering advice, planning consent, collision investigation or an authority decision.
